Baltimore police have announced a second-degree murder charge after a man died in the harbor off Lancaster Street on Sunday afternoon.

According to the Baltimore Police Department, Central District officers responded to the 1300 block of Lancaster Street at approximately 3:13 p.m. August 2 for a reported dispute in the water. Police say James Britt, 37, and James Fitzsimmons, 36, had been involved in a physical altercation. The department alleges that Fitzsimmons pushed Britt into the water as Britt attempted to retreat.

Marine Unit officers recovered Britt and took him to shore, where medics pronounced him dead, according to police. Homicide detectives arrested Fitzsimmons and charged him with second-degree murder. He was transported to the Central Booking Intake Facility. The charge remains an allegation; the August 3 release does not identify a plea, hearing date or case disposition.
